At the time of this mission Kiribati had no fishery products regulations (FPR) in place but hoped to benefit from a new joint venture that would redevelop a factory on South Tarawa and potentially a larger one on Christmas Island. An early mission (CA085KIR) identified the need for FPR and began the process of drafting them. This mission completed the draft regulations to provide Kiribati with legislation which is equivalent to that of the European Union (EU).
