The purpose of this assignment is to provide the information required by the Tonga Ministry of Fisheries to establish and approve a Fisheries Infrastructure Investment Master Plan. The Master Plan will be informed by consultative and participatory processes and should evaluate and prioritise infrastructure investment opportunities to support the further development of ecologically, economically and socially sustainable fisheries in Tonga during Phase 2 of the Tongafish Pathway. The fisheries sectors of focus are: (1) offshore fisheries, especially larger scale tuna longline and deepwater snapper, (2) inshore, small-scale fisheries, (3) subsistence fisheries, and (4) aquaculture, especially mabé pearl and giant clam.
